"We've never seen such devastation. I've lived in Howard County well over 50 years. I've never seen such devastation," Howard County Executive Allan Kittleman said Sunday afternoon. "I was here for (Hurricane) Agnes. I was 14 years old. I remember it. You know, it was a lot of water and it was a lot of mud, but it didn't have the force as this storm."
