"Given the size of the MARB and the Gulf, the many actions that need to be funded and implemented, the reservoir of excess nutrients in soils and groundwater, and the impacts of climate change (e.g., more intense and frequent rain storms leading to more nutrient runoff and warmer waters which are not able to hold as much dissolved oxygen), the HTF recognized that it will take additional time to meet the water quality goals in those large bodies of water."
