Britain's army was called in to help put down sandbags and evacuate people from their homes Sunday as Storm Desmond, the fourth named storm of the season, soaked parts of England, Scotland, Northern Ireland and Ireland over the weekend...Many rivers burst their banks in the central England county of Cumbria, where the city of Carlisle and hundreds of homes have been submerged. In some streets, cars have been left almost entirely underwater, and rescue teams helped ferry those forced to leave their homes in boats. According to the Associated Press, about 60,000 homes in northern regions were left without power and electricity
